किन मुड मन्त्री?
नेपालको राजनिक ईतिहासमा अस्थीर सरकार र मन्त्री बन्न लालायित व्यक्तिहरु धमाधम सरकारमा जाने लालसाले मन्त्रीमण्डलको आकार निकै ठूलो हुने सन्दर्भमा संस्कार र आस्था नभएका पनि मन्त्री बन्दै गरेको सन्दर्भमा व्यङ्ग प्रयोजनको लागि अब एउटा मुड मन्त्री पनि आवश्यक छ भन्दै मुड मन्त्रीको स्वघोषणा गरि “आज मुड अर्कै छ यार!” भन्ने नाराका साथ फेसबुकमा चन्द्र विलास भुर्तेलले यो मुड मन्त्री अभियान सुरु गर्नु भएको हो ।

ICT Expert, Artist, Writer, and Social Activist

Chandra Bilash Bhurtel was born on July 8, 1977, in Ward No. 8 of Pokhara Metropolitan City, Kaski District, Gandaki Province, Nepal. He is the third child of renowned artist Mr. Yadav Chandra Bhurtel and social activist Mrs. Menuka Kiran Bhurtel. In 2009, he married Indira Rijal, and the couple has two daughters: Istuti and Sarbika.
A multi-dimensional personality, Mr. Bhurtel is not only an accomplished ICT expert and visual artist but also has a deep passion for literature, especially in writing stories and poetry. His literary expressions reflect his insights into life, society, and culture, and add yet another creative layer to his already diverse profile.
At the age of 13, he earned international acclaim by winning a Gold Prize at the International Biennale Painting Competition in Kanagawa, Japan. He was soon recognized as one of Nepal’s most promising young artists, with his artwork featured in the Nepal Art Museum – making him the youngest artist ever archived there. At 15, after passing the national SLC examination with First Division, he opened a Fine Art Gallery and began teaching watercolour painting to young learners – an endeavour inspired by his father.
In the summer of 1998, he embarked on a cultural and heritage study tour across Nepal, which led to his interest in information technology. He pioneered the analogue-to-digital video conversion movement in Nepal, which marked his early steps into the ICT industry.
By 21, he had studied Hardware and Networking, contributing to notable projects like Mahabir Pun’s Nepal Wireless Networking Project. He worked across the country with governmental and non-governmental institutions as a technical expert. In 2001, he earned an academic qualification in Computer Science and officially began his career in Web Development.
In 2003, Mr. Bhurtel founded Fine IT, through which he made significant contributions in Photoshop, CorelDraw, Freehand, CSS, and JavaScript. Over the years, he has collaborated with hundreds of professionals in design, IT, business, and even the creative arts such as makeup and digital content creation. He has provided specialized GPS/GIS training to professionals from fields like engineering, forestry, disaster management, and agriculture.
As a research contributor during Nepal’s e-Governance masterplan conceptualization, Mr. Bhurtel has also played a vital role in education. He served as the founding Principal of the College of Information Technology and Engineering (CITE) and contributed to curriculum design in IT and Disaster Management at Purbanchal University, where he currently serves on the Academic Council.
Personally known for his humble and composed demeanour, he has held several prestigious leadership roles:
- President, Information Technology Society Nepal (2011–2016)
- Central Committee Member, CAN Federation (2017–2019)
- Joint Treasurer, CAN Federation (2019–2022)
- General Secretary, CAN Federation (Present)
He is deeply committed to fostering technical self-reliance, educational access, and youth empowerment in Nepal. A strong advocate against the brain drains of skilled youth, he continues to support innovative ICT projects focused on national development.
He has travelled to Bangladesh, Bhutan, China, India, Taiwan, Malaysia, Russia, and Dubai, and has gained remote working experience with institutions in the USA, Australia, and the UK.
In recognition of his enduring contributions to education and technology, Mr. Bhurtel has received:
- Nepal Education Leadership Award – 2017
- National Education Service Honor – 2076 BS
He is actively involved in several social organizations including the Lions Club and Optimist Club, and is a lifetime member of both the Nepal GIS Society and CAN Federation.
Currently, Mr. Bhurtel serves as the Principal of Himalayan College for Learning Excellence and is the Enterprise Sales Head at Generation Next Communication Pvt. Ltd., the authorized distributor of DELL, HP, and Apple in Nepal.
